The Council meets at dawn on rooftops, antennas, and ominous trees. They communicates through what humans call “cawing” but are actually doing some strategic planning and some mild gossiping.
Possibly trying to decide who gets followed today, which sandwich will be stolen or just what the general chaos level will be.
